To apply for an ordinary passport, Somali citizens must adhere to the following formal requirements:

1. Formal Written Request Letter: A signed and well-written request letter must be submitted as part of the application process. The letter should clearly state the applicant’s intention to obtain an ordinary passport and provide any necessary supporting information.
2. Two Passport Photos: Two recent, high-quality passport-sized photographs are required. The photos should meet the specific guidelines set by the passport issuing authority, such as size, background color, and facial expression.
3. Birth Certificate: An original birth certificate issued by the local government must be provided. The birth certificate serves as a vital document to establish the applicant’s identity and date of birth. For individuals residing outside the country, an original birth certificate issued by the Somali embassy or consulate in their country of residence is acceptable.
4. Certificate of Non-Criminal Record: A valid Certificate of Non-Criminal Record obtained from the Criminal Investigation Department (CID) is mandatory. This document assures that the applicant has no criminal record and is essential for ensuring the integrity of the passport issuance process.
5. Personal and Document Verification: Applicants are required to undergo a thorough personal interview and document examination process to verify their identity and eligibility for an ordinary passport. This verification process is designed to maintain the security and authenticity of the passport issuance system.
6. Payment Receipt: A valid receipt confirming payment of the prescribed passport application fee must be presented. The payment receipt serves as evidence of compliance with the financial obligations related to the passport application process.
